California Drone Laws & Regulations
Overview of drone regulations in California (CA). In addition to federal FAA rules that apply everywhere in the US, California has state-specific laws governing drone operations, privacy, and restricted areas.
Key State Laws
AB 856 (2015)
Makes it a trespass to fly a drone below 350 feet over private property to capture images without consent.
SB 807 (2016)
Prohibits drone interference with emergency personnel.
AB 1680 (2016)
Requires drone operators to comply with temporary flight restrictions (TFRs) during emergencies.
Restrictions
- No flying below 350 feet over private property for photography without consent
- No interference with emergency operations or first responders
- Must comply with all TFRs including wildfire TFRs
- State parks may require permits for drone use
- Some beaches and coastal areas restrict drone flying
Penalties
Misdemeanor for emergency interference; up to $1,000 fine and/or 6 months jail. Trespass violations carry civil liability.
Local Flying Notes
California has some of the most extensive drone legislation in the US. The state's frequent wildfires create many TFRs. Los Angeles, San Francisco, and San Diego have active FPV communities.
